You should always ask for the artist to fix the issue. Minor changes are easy. Even if the commission was cheap, it's better for an artist to learn how to fix these things.
However, the keyword here is ask. Demanding them to fix it, really should only be done if you payed a pretty large price for the commission. However, if you are paying such a large price these things should have been fixed long before it was finished.
